I am really seeing:

Depending on the answers to those questions, then the risk can be assessed.

I think as you observed, &quot;risk&quot; is never &quot;likely.&quot;  Risk incorporates &quot;frequency&quot;, however, and that&#039;s when you can use words such as &quot;likely&quot;.
