Take a spectrum of risk, from complete aversion to full tolerance. The further from the center one is, the more likely they are to employ any tactic they can in support of their position, and the more frustrated they get at the other side employing similar tactics.

This is the difference between FUD and Security Theater – different "sides", same tactics, both irrational. Unfortunately, the tactics selected only work for the folks on the same side of the spectrum. Completely ineffective in addressing the issue.

Both sides should consider compromising a bit if only to move some folks a bit closer to their position.
