I went to Annapolis for the Navy – Rutgers football game (fun game). In order to get on campus, they required photo identification. Except that there was no requirement for any specific issuing authority. So if my friend Joe issued me an ID, that was okay for them.

A good example of a seemingly useful security check that falls flat on its face when perspective and authority are not considered.
